Chapter I General Principles

1. This measure is established to standardize the registration service of the Internet Keyword and safeguard the rights and interests of its users.

2. This measure is applicable to the application and attestation of the Internet Keyword registrar.

3. Internet Keyword refers to the websites compose of Chinese characters, letters, numbers or denotations (-, !).

4. China Internet Network Information Center (abbreviated as CNNIC in the following) is the institution to manage the Internet Keyword registration, and takes charge to operate and manage the Internet Keyword system, to safeguard its central database, to research and develop related techniques and criterions, to frame ways to run the Internet Keyword, and to give service attestation and technical permission to the Internet Keyword registrar.

5. Internet Keyword Registrars (abbreviated as registrars in the following) accept the registration application on the basis of the contract with CNNIC and the principle of impartiality and that of "first come, first served", and transmit the registration information to the CNNIC Internet Keyword central database so as to complete the registration.

Chapter II The Application and Acceptance of the Registrar

6. Those who apply for the Internet Keyword registrar shall qualify with the following conditions:
   (1) having the fund and professionals that are fit for the Internet Keyword registration works;
   (2) having the credit standing or capability to provide long-term service for the users;
   (3) having amplified measures to guarantee the safety of internet and information.

7. Those who apply to perform the Internet Keyword registration service shall submit to the CNNIC an. The application shall include the following content and related attesting materials:
   (1) copies of business license or other attestations of the status as a corporation;
   (2) certain experiences about the domain name registration service or deputy;
   (3) possessing the facilities to provide a 24-hour-stable, timely Internet Keyword registration system including the software platform, hardware equipment, communication bandwidth and other facilities that CNNIC deems necessary;
   (4) having such facilities as the server and the network that are permanently connected to the Internet through leased lines;
   (5) having the domain name owned by the applicant that operates properly, and other necessary means of communication such as emails, faxes, and telephones.
   (6) having the security system and corresponding measures to guarantee the safety of the users' registration information, including software system, hardware equipment, rules and regulations;
   (7) equipped with proper technicians so as to keep a constant watch on the registration service situations, and to cooperate with CNNIC to install, modify and upgrade the system software at any moment;
   (8) equipped with capable personnel to provide a timely service to the users and to solute various kinds of problems, and offer a high quality, user oriented service.

8. CNNIC shall review the application for the attestation qualification of the Internet Keyword registration service within 30 workdays after receiving it. The eligible ones will sign the Service Attestation Contract and the Technology Permission Contract with CNNIC, and formally attain the attestation qualification after the contract takes effect.

9. The valid period of the attestation qualification of CNNIC Internet Keyword registration service is one year, which is counted from the date when the former contract takes effect. Thirty days before the expiration, the registrar shall submit written material concerning whether it would like to maintain the qualification, and provide corresponding materials at CNNIC' s request.

10. If one of the following circumstances occurs, the right to attest of the registrar will cease automatically:
   (1) The period of validity of the attestation qualification of the Internet Keyword registration service has reached one year, but the registrar has not, before the time prescribed, submitted the written application material, or has openly express that it has no intention to maintain the attestation qualification;
   (2) The Service Attestation Contract or the Technology Permission Contract signed between CNNIC and the registrars has expired.

12. CNNIC reserve the right to refine this measure according to the development of the Internet and the Internet Keyword system and the change of the related laws and regulations in China.

13.  This measure is subject to CNNIC's final interpretation.

14. This measure is effective from December 19th, 2001.
